The reason for Terry's name in the kit is because he wrote the thing. However, that does not mean that he is responsible for it's co-ordination and release. Now, after adding some more patches and fixing a couple bugs in the installation/removal of the 500+ patches, (minor documentation and spelling fixes also), the new version is now OFFICIALLY released.
