You're looking at the wrong thing.  Your problem is that you haven't
configured the kernel for enough ptys.  In /sys/i386/conf/FOOBAR, you
should have a line like:

pseudo-device   pty             4

Change the `4' to whatever number of ptys you want available.  For 20
real users, I would suggest 32.

configuration mechanism using m4.
