This Hypothetical fellow could ftp to any 386bsd archive site that has
the filesystem directory, which contains all of the distributions un-cpioed
and grab the file that this fellow hypothetically overwrote.

Another hypothetically stupid person I know has had to do that a couple
times, :-)
