It is located in the unofficial/patch-kit directory, and is called 386bsd.nostrip.X.kbfix. Try this new kernel before posting that your machine will not boot under the new patchkit, since the fix for one machine apparently broke others. If this kernel boots up with no keyboard problems, then you should install patchkit-0.2.1 and DEINSTALL patch00083. If I get time, I may upload new bootables, but agate has a finite amount of disk space, and I have a finite amount of time. :-) If your machine has keyboard problems with this kernel (I know that DEC pc's do), bounce on the num-lock key after the banner shows up, and then install patch00083, which should fix your keyboard lockups after bootup, or use the 386bsd.nostrip.X kernel, which contains the keyboard fix for those machines.
