I'd like to add a few things that Ran omitted from his announcement:

* There's a $50 fee to join the balloting group.  This covers the costs
of mailings, international standards, etc.  Unemployed members of IEEE
can ask for a waiver.  The $50 fee must be included with the ballot request
(check or credit card accepted).

* If you join the balloting group, you are committing yourself to respond.
To quote from the cover letter:
	If you choose to be part of the balloting group, you will have
	30 days to review and respond to drafts.  In order for the Sponsor
	Ballot to be valid, at least 75% of the ballots sent must be
	returned.  For that reason: VOTERS HAVE AN OBLIGATION TO RESPOND.
	If you are interested in having a copy of the latest draft, you
	may order any draft in ballot, individually by calling 800-678-IEEE
	in the US and Canada.  Outside US and Canada call 908-981-1391.
As a technical reviewer for a different standard, let me emphasize how
important it is that people sign up only if they intend to respond!
It's very difficult to get a standard passed if people sign up to ballot,
but then don't respond to the drafts.
