Consider the situation where a software development company currently has a package which runs on standard Unix platforms with Motif. They are interested in porting to a PC running UNIX. But, asking them to port all of the Motif code to some other widget set and then having to maintain both versions is equivalent to telling them to just forget about porting it to a PC.
