I thought this had reached FAQ status - terry?
I can't remember the details (dig through the source.) Basically
/var/spool/locks or thereabouts needs to be writeable by uucp (or
whoever the owner of tip is.) You will also ned to change ownership
and/or permissions on /dev/com*
