Three reasons:

1)	Compatability with programs (like Xman) which like to pretty-print
	manuals from troff sources (and won't work without them!).

2)	To provide templates for other man page writers to insure a common
	"look and feel" and indentation, example, table, and format
	uniformity between manual pages.

3)	To provide easily reformatted documents for printed user manuals
	or programming documentation.
