Ah, you really shouldn't blame linux. This sort of problem almost
always means that your serial cable is made wrong. Sometimes, by
disabling modem status lines, an OS can get around this but the
proper solution is not to change OS's but to fix the cable.

Try man -k tty. Or even ls /usr/man/*/tty*.
