While it is true that 1.2 is out; 1.1 isn't exactly obsolete.
Motif 1.2 has new a new licensing policy; making it much more expensive
in some situations (certainly more confusing, to me anyway); while 1.1
retains its previous policy. Also the initial purchase of 1.2 is much more
costly than a purchase of 1.1 sources.
I imagine these are the reasons Enrico is offering the
more cost effective 1.1.
Also, OSF has continued working on 1.1 after the initial 1.2 release;
mostly continueing to correct bugs. Version 1.1 is now up to 1.1.5 -
many vendors which shipped 1.1 last year were still using 1.1.3. I believe,
however, that 1.1.5 will be the final version of 1.1.
