I have been able to reproduce something quite similar to this on my two
386bsd systems running syscons-0.2 with patchkit 0.2.2.  With my systems
though (in vi, haven't tried tcsh), after turning on num lock the cursor
keys (inverted tee versions) still work, however, once using them other
keys seem to be locked out (similar to your experience).  The / key or
the numeric keypad keys will release them.  These systems both have
Lexmark 101 key keyboards.
