What do you mean by "NN software?" If you mean "Neural Network" simulation
software, I have ported aspirin/MIGRANES 6.0 for 386bsd 0.1.  I have
not posted patches because I did not think there was any interest.
Let me know if you are interested.

I don't know what is the "best NN software package" because aspirin is the
only one that I have tried, other than stuff from scratch.
