I think this problem was addressed with the old FAQ, but I might be wrong.
The reason why the extract it gone is because when you reboot, the rc file
tells bsd to erase the /tmp directory.

To extract the files now all you have to type is
 
cd /
cat /the_directory_where_etc_is/etc* |uncompress|cpio -otmduv
or something like that..man cpio I kind of forgot..
Since you sound like new user, you should really install NetBSD, that way
you don't have to recompile the WHOLE thing.  You get a nearly perfectly 
working system on installation!  Besides, it is easier to install.
