Well, are you sure you have all the parameters in config.tel file set OK?
I have no problems conncecting two PC's using NCSA telnet ( last version )
with various different Ethernet cards to 486 box running 386bsd+pl 0.2.2.
Indeed it took me a while to set all these parameters and cards corrctly.
