I suspect that this would only be posible with Windows 3.0 real mode.
Standard and Enhanced modes need too much control over system resources
to viably co-exist with another OS (apart from DOS as a special case
which Windows knows how to fool to run partially under its control.)

I do recall reading somewhere about a PC emulator that did exactly this,
it may have been part of BSD/386.
