The problem was FOUND!

I moved the we8003e's irq from 2 to 7, and all is well.  I hav no idea that
the VGA was interfering -- the other two machines I have all use irq 2 and
work fine.  Damn Diamond Stealth cards.

Anyway, this is the problem all along, and thanks to those who mailed me about
it.

This should be in the FAQ if it's not...
