We have implemented something very, very similar to what you are looking for here
at GTE.  It works by changing the .login to put up a menu (by calling a quick little
C program) and then either running a window system (i.e. SunView or X) in a subshell,
logging out, or exiting to a shell directly on the console.

Unfortunately, none of this is free, but if there is a lot of interest I can see what
I can do.  Otherwise, you can get what you want by modifying the ".login" (if C-Shell)
or ".profile".
