No, this is not related. The "no access to tty" message means that a special ioctl didn't execute correctly. There might be still a bug in either the tty driver (there is always one more bug in the tty driver) or in tcsh, which corrupts certain driver parameters. The inability to get XFree86-1.2 running does not have to do anything to do with this, nor has it something to do with the error message of KBDFORCEASCII. The latter message is erroneously generated by kbd_mode, which is executed in the startx script at the end, i.e. when the xserver has already died. The reason for failure is in the xserver area (fontpath, unsupported board, bugs in xserver, etc.) but this time not in the tty driver of the kernel.
