I know MVS does, and I'm pretty sure VMS does, too. Well VMS does swap interactive processes and when it happens a lot it is called trashing which sometimes can bring VMS to a standstill. Of course there are safeguards against running away processes;nevertheless, they still may failed under certain circumstances.
