You should definitely get advice on this point.  If DES is a Dept
of Commerce Military Munitions List item then it may be possible
to 'export' a limited number of copies of DES to personal friends
in foreign countries.  There is an exemption from the DOC MML to
provide for this purpose.  However, if your list of friends runs
to several hundred then DOC agents may come knocking on your door.
