Try first with ALL flow control disabled on  your modem and don't use cslip.

However with my modem I can have hardware flow control and cslip working.
I own a zyxel 1496E and it works rather well. Depending
on whom I download to I can get 3.1 kb/sec. Reading is
a bit slower and the com driver gets about 1.4kb.
