Why? There are quite a few people who use the GPL simply because it's already
in common use, and are quite happy to make code available under other terms
if you ask them. Who's hurt by the asking?

In the other direction, I've been asked to put stuff under the GPL. So far
I've preferred not to, but I'm not offended by the request.

And comparing it to 'ripping out the copyright notices' is just flame bait.
Nobody's asking for that (except USL :>).
