Chris E-Mailed me and reminded me that the exec*() code has not changed
in recent history.  It probably isn't that.

If it only happens in the 'root' crontab, that would pretty effectively
tell me that it isn't exec*().

There is a block of code in do_command.c in crond/ that does some
special processing for the root crontab.  Since the problem appears to
be solely in the root crontab, it is reasonable to assume that is broken
in that section.  

My next suspect will be the stat() function...  I will keep on it and
see if I can fix it.
