I have 18.59 built and running beautifully thanks to the help of
several individuals.  I don't need anymore answers. :-)

The correct answer was to include the "-Xlinker -Z" flags on the
linking line in the src/ymakefile.  If anyone still would like to have
18.59 rather than emacs 19.xx, I can put source and/or binary up on
ftp.iastate.edu (but am not going to do so unless there's demand).
