Just to add to what everybody else has already said - lost of Un*x-es have
some software means to sense or ignore things like pin 8 in the RS-232
connector.  So if you connect local terminals you don't have to bother
to wire pin 8 high; but if you connect modems you can have it function.
How this is done tends to be specific to particular systems.
