Make sure that /dev/vga exists. Preferably, it should be a link to the vt you run X from. If not, try doing that and then see how well it works. If all else fails, XFree86 2.0 has special support for syscons, and in fact I have tested the beta myself with syscons-0.2 and netbsd 0.9.
