Ming,

Yes, you do have to use RAWRITE.EXE to copy the file to the floppy.  The *.fs 
files are actually disk images (not files) that need to be copied onto the 
disk sector by sector.  Use RAWRITE and it will prompt you for the files to 
copy and the drive to use.
