Due to a kernel bug, you should either:

1. Run a getty on /dev/console in /etc/ttys using

console "/usr/libexec/getty Pc" pc3 on secure

or 

2. Comment out the line in /etc/daily and /etc/weekly that sends a SIGHUP
to syslog

kill -1 `cat /var/run/syslog.pid`
