None I'm afraid. As far as I know a significant part of the kernel
code bears an AT&T license. And those licenses are $$$

A lot of utils carry only UCSB copyrights (don't know about their
licensing), but that won't help you much without kernel.

Just a long shot: maybe Digital has cost effective educational Ultrix
licenses in the US??
