No, they've run 'mesg n', or somesuch on their terminal, and aren't allowing
the talk messages to appear.  It basically involves getting the right
permissions on their tty.

Sure, as long as you don't need to run a server.  If you just want to 
access a remote nameserver, edit /etc/resolv.conf to have the right stuff
in it.
