hmm, did you make shure that dialups are done with 7E1 ? (nasty, i know...)
. you better try to config your com-port 'bidirectional' (/sbin/comcontrol):

/etc/ttys:
ttyd1 "/usr/libexec/getty std.38400" vt100 on
