To answer your question - a number of things had to be done, and I can't remember them all.. Perhaps Gary, who can be reached as `gj%rks32.pcs.dec.com@inet-gw-1.pa.dec.com' might have more information on what needs to be done to 19.8 and you guys can sort out the mystery redisplay problems together.
