I actually answered my own question here.  I tried this SLIP connection again and
this time I had a look at the terminal server port characteristics.  There were
two settings that looked promising: telnet-transparent and escape-character.
I set telnet-transparent and set the escape-character to 0 (which means it uses
a BREAK rather than a character code).  And...it worked!!!

I've had a SLIP connection as above between FreeBSD-1.0R and SunOS 4.1.2 for hours
running telnet, rlogin, ftp, xterm, xrn, etc, without any hint of problems.

Maybe it works in my case because the pty end is SunOS+SLIP.  Is the problem you
mention specific to FreeBSD?
