It was a mis-configuration of my name services, but a slightly subtle
one. When I configured my name services this weekend, I got lazy and
left the in-addr.arpa domain for later (it was late at night at the
time :-)). Telnet and ftp, among others, do a reverse lookup to find
the name of the host coming in. This of course took a while to time
out. Thus the delay. Configuring the in-addr.arpa domain fixed the
problem.

Thanks to Dan Muntz and David Maynard, who helped me find the
solution.
