I just pulled emacs-19.22.tar.gz and compiled and installed it with
these two simple commands:

	% ./configure i486-0.9-netbsd
	% gmake MAKE=gmake install

A tip of the hat to the GNU folk and friends for making this huge system 
install so easily!
