It's probably dependent on whether they think the person making the request is a "hobbyist/end-user" type person or a "potential OEM". If a manufacturer of PC motherboards were to call them up and say "I'd like to include your AIC7770 part in a new design", they'd probably get better treatment. Note that this *isn't* a suggestion for anyone to call them up and misrepresent them- selves, just an observation.
