Sorry, your problem is in no way related to mtools now:-(( Simply,
FreeBSD 1.0 release (or 1.0.2) doesn't support anything else than
HD formats.

The fd driver is undergoing heavy changes at the moment...
(As a temporary fix, you should be able to uncomment the related stuff
in your sys/i386/isa/fd.c, care for the minor number / device node
correlation.)
