The system detects which disk it was booted from and gets the root (a) and swap (b) partitions from there. I think you'll find it says "changing root device to wd1a". Indeed, what's hard is stopping it from switching. I wanted alternative root partitions on two disks, but have both of them use disk 0 for swap (ie root on wd1 swap on wd0). This involved hacking autoconf.c. You will however either need a boot selection program (like os-bs) or a floppy to boot it.
