That is vixen.cso.uiuc.edu now. It has a /pub and tcplw.shar.Z is there.
It looks like it should fit into NetBSD without major problems.

That code is only useable (for getting it into NetBSD) if you have sun a 
source (or for the dec version an ultrix source) license.
