Because that will clash with a newsgroup that already exists that
deals with the official BSD from Berkeley (well sort of).  The current
structure was created to get all us people running 386BSD (at the
time) out from under the feet of the people running BSD on things like
VAXes who would have their postings swamped by the general 386BSD
traffic.  I am sure they do not want us back.  How about:

comp.os.open-bsd

;-)  I mean if DEC can do it why can't we?
