Sadly, this is true.  Most mod files use 8-bit instruments sampled
at 8000 hz, which is almost exactly telephone quality (not that 
they sound like a cheap phone speaker, but that's what most telcos
use for digital transmission).  Newer formats like MultiTracker
(.MTM), UltraTracker (.ULT), Farandole (.FAR) and ScreamTracker III
(.S3M) allow 16-bit samples, but they're still sampled at 8kHz.
The s3m format is mostly undocumented, and the composer is yet
to be released, but the skimpy documentation I have implies
that instruments may be sampled at other rates, however.
