Hi there all!

Is there a simple way to do the following?

I need to stop certain users from telneting/ftping outside the local
network, yet other users on the same system must be able to telnet out.

Is there a way to control socket access via userid? and then, if 
the user ID allows socket access, is it possible to record the
destination of the outgoing connection?
