Perhaps it is even incorrectly claiming authority for the machine, since I remember that it (uiunix.ui.org) was an alias for some machine at the University of Utah last time I went to it (sorry; can't remember the name, other than it was in the CS department somewhere (???.cs.utah.edu). The other alternative is that their (apparent) Telebit-based SLIP link is only up during certain hours. Call up their Administrative, Technical, or Zone contact from the whois database and ask them.
