FreeBSD development (at least kernel) is being done much as a lean
and mean commercial development.  There are developers that take on
assignments (those that they are comfortable with), and the group is
fairly small.  People who make substantial commitment and contribution
almost automatically become part of the group (if they want to.)  There
is some organization to the FreeBSD development (and from what I have
seen NetBSD too) which makes me feel like the teams are made up of
committed software professionals.
