I can't speak specifically about whether Linux is the problem or not,
but I can say that the NetBSD/FreeBSD low-level ethernet drivers are
outstandingly excellent, and are quite capable of reaching full
ethernet bandwidth without sweating.
On the other hand, I've heard a bunch of people say awful things about
the NE2000 boards. It may be your main problem.
