The development of dosemu is due to the work of a couple of people, with
various people testing it.

If there were a couple of BSDers who decided to write a DOS emulator for
BSD, would most BSD people be DOSers who have been converted to Unix?
Remember that a lot of BSD people have been asking for a DOS emulator.
