Because if _they_ provide it to you, the method by which they do so has to
please _their_ lawyers; if you get it from CSRG and subsequently provide it
via anonymous FTP, then you will do so in a way that pleases _your_ lawyers.

Noone in the post-USL-UCB-lawsuit era should question the motives of UCB's
lawyers if they appear to be overly conservative.
