There have been several inquiries in private email asking for the information, or suggesting that I post the announcement. Well, it's about 13 pages, mostly printed on both sides, so I'm not up for typing it in. I don't know why Berkeley didn't put it on the net, or at least give an email address for requesting copies of the packet, but they didn't. You can presumably get a copy of the packet by writing to Pauline Schwartz, Distribution Coordinator Computer Systems Research Group Computer Science Division, EECS University of California Berkeley, CA 94720 To get the distribution you have to send them several signed forms from the packet and a thousand dollars. But they seem to say that you can redistribute it without paying them anything so long as you keep their copyright notice.
