I am looking for a file that contains "standardized" messages for
the possible error codes that are returned by the BSD Socket
functions.  Is there:

1) A "standard" set of messages, or should I create my own?
2) A C program file, or a data file, which contains the message
   text that can be accessed by my program?  If so, where would
   I find it?
