i'd tried making freebsd-1.1 as the boot server.
 
freebsd-1.1 use secure tftp, i.e. accessibility of tftp _without_ 
full path
name is impossible.  hence you need to modify main.c
the path, e.g. /usr/tftpboot before /cfg.
 
tftp and bootps were not included in default /etc/inetd.conf, and
add -root=0 in /etc/exports.
 
also, only use "ed0" in NIC configurations, not "ed1".
